Democracy as an educational project? The Reichszentrale für Heimatdienst and Volkshochschulen in the Weimar Republic 1918/19-1933

The research project examines ideas and practices of civic and political education in the Weimar Republic. In political education, many contemporary actors after 1918/19 saw a way to fill the new political order with democratic thinking and action and thus to consolidate it in the long term. From the evaluation of corresponding educational concepts and initiatives, the study promises insights into time-specific understandings of democracy. It also looks at contemporary negotiation processes, as democracy-oriented educational initiatives have always been controversially discussed and often suspected by critics to be political propaganda. The analysis focuses on the Reichszentrale für Heimatdienst, which was in some respects a precursor institution of today's Bundeszentrale für politische Bildung, and Volkshochschulen as decisive carriers of political education initiatives in the Weimar period. The study is not only interested in stakeholders and their spheres of action, their practices and methods, but also in the resonances and effects of educational initiatives. The research project tries to highlight new contours of the Weimar Republic as a historical configuration by trying to explore the potentials and limits of political education.
